Practicing this is something all towns & companies should do and not take for granted. At this time the Texas area is in severe drought condition with burn bans in effect over most of the state. With the area in this condition, fire personal can not afford to waste time at an inoperable hydrant.
BROKEN FIRE HYDRANTS THREATEN FIRE SAFETY
Everyone assumes that a fire hydrant will function properly when called upon to perform its task during a fire emergency. Unfortunately many times that is not the case. Worn, neglected or damaged hydrants can cause delays in fighting a fire and put lives and property in jeopardy. Fire hydrants must be inspected and tested yearly to assure they will operate correctly during a life threatening emergency. Failure of a hydrant or valve when there is a fire to attend to is not an option. When you are fighting a fire , the last thing the fire fighter wants to fight is the hydrant they and you are depending on.

It's human nature to put little or no effort or expense into things that aren't giving us any trouble. We all assume those little "fire plugs" will work when needed, and therefore fire hydrants are often the last resource in which some companies invest the money into.
